Since 2000 Virginia Business has worked with the Virginia Bar Association in preparing the Legal Elite, an annual list of top lawyers in fifteen specialties as voted by their peers.  This year, new electronic ballots were offered to the legal community and only about 7,000 paper ballots were mailed out to lawyers in the state, which did not seem to have an impact on the response rate from 2008.   There was, however, a 7 percent increase in the number of lawyers included in the voting process, which increased the scores needed to be included and the competition level.
