Charles Pou
Esquire

Charles Pou has over 20 years’ experience as a mediator, dispute systems designer, and dispute resolution consultant. 

For over 10 years, Mr. Pou served as director of the Dispute Resolution Program at the Administrative Conference of the United States, the agency designated by Congress in the federal Administrative Dispute Resolution Act of 1990 as the lead agency for promoting federal ADR use.  While at ACUS, Pou co-authored that statute, was the individual with lead responsibility for spearheading the federal government’s implementation of mediation and other consensus-based processes, and presented educational programs on public policy conflict resolution and mediation skills to hundreds of state and federal personnel. 

Since leaving government in 1995, Pou has served as a mediator and facilitator in a variety of environmental, regulatory, and other public conflicts, consulted extensively with federal and state agencies to help them set up conflict resolution programs, and written extensively on mediation quality, ethics, confidentiality, system design, and related issues involved in having large bureaucracies employ ADR processes. 

Pou received the 1995 annual award for Outstanding Contribution to Improved Dispute Resolution from the Washington, DC chapter of the Society of Professionals in Dispute Resolution for his impact on the use of ADR by public entities. He is a cum laude graduate of Rice University and of Harvard Law School.
