Vice President, Ombuds and Early Dispute Resolution Services
Dave Moora brings over 18 years of experience in alternative dispute resolution across federal, nonprofit, and international sectors. Known for his strategic mindset, calm presence, and collaborative approach, he helps leaders and institutions resolve conflict early, align around shared goals, and build high-performing teams.
Dave began his career with the American Bar Association Section of Dispute Resolution, serving first as staff attorney and later as Section Director, where he shaped national ADR policy and supported the field’s growth. He then served as ADR Counsel and environmental mediator at the U.S. Environmental Protection Agency. Most recently, he was a Commissioner with the Federal Mediation and Conciliation Service, providing early dispute resolution services across the federal government and working internationally in Kosovo to develop court-connected mediation programs.
He is IOA-trained as an organizational ombuds, having completed the International Ombuds Association’s Foundations course. Dave holds a B.A. from Earlham College and both a J.D. and M.A. in International Relations from Syracuse University.
