Jamel Harling is an Organizational Ombuds, executive coach, and advisor to senior leaders. As an Organizational Ombuds she provides a neutral, informal, independent, and confidential resource for resolving conflict and for addressing concerns within organizations. She is a retired International Ombuds Associations(IOA)-trained federal Ombuds who helps individuals and organizations find constructive options to solve complex issues, achieve mutually beneficial outcomes, and implement . For prudent solutions to problems without litigation or formal complaints.

Jamel is also an International Coaching Federation(ICF) certified coach with twenty-five years of leadership experience, including over a decade as a senior executive in the U.S. Intelligence Community. She served in multiple executive roles including the Organizational Ombuds overseeing her own Ombuds office and leading the Intelligence Community Ombuds Forum consisting of nineteen Ombuds offices. She has served as Deputy Chief Management Officer for the Office of the Director of National Intelligence, as the Senior Advisor to the Civil Liberties and Privacy Protection Officer of the Intelligence Community and as Chief of Staff of the Civil Liberties and Privacy Office. She has also coached senior executives, Human Resource professionals, and senior managers during times of organizational change, professional crisis, and complexity. She taught at the Leading the Intelligence Community Seminar for newly elevated senior executives and has advised presidential appointees, agency directors, and executives on navigating extremely sensitive issues.

Jamel holds a B.A. from New Mexico State University in Government with a concentration in Law and Society and a M.S. in Strategic Intelligence from the Joint Military Intelligence College. She has also earned post graduate certificates in Conflict Resolution from eCornell University, and in Strategic Decision and Risk Management from Stanford University’s Professional Development Center.

Additionally, Jamel currently holds a Top-Secret clearance and has consulted on multiple award-winning national endeavors including, Foreign Intelligence Surveillance Act(FISA) oversite, the Boston Marathon Bombing Review of Interagency Collaboration, and transference of the U.S. government’s national security clearance vetting program. She has also assessed the efficiency and effectiveness of classified programs for the Department of Defense and for the Department of Navy as financial manager and program auditor. Jamel brings a sagacious and pragmatic approach to problem-solving due to this confluence of skill and experience.
